Member of the Union of Artists of the USSR. Viktor Grigoryevich Yalansky was born in Yekaterinoslav (now Dnepropetrovsk). He graduated from the Dnepropetrovsk Art College (1940) and the Kyiv Art Institute (1955). Member of the Great Patriotic War. He illustrated and designed books, was engaged in monumental and decorative painting, and worked in the field of posters.

VG Yalansky participated in republican (since 1954), foreign exhibitions (since 1958) and all-Union (since 1959) art exhibitions. Repeatedly participated in poster competitions. Awarded with diplomas and medals.
